To be a locally recognized and acknowledged non-profit organization known for it’s exemplary leadership and collaborative effort as an agent of social change that provides outcome based programs, services, and activities that help low-moderate income individuals and families achieve economically stable, thriving, and productive lives.”

The agency receives funding from the U.S. Department of Health and Human Services (HHS), the Governor’s  Department of Human Services, the U.S. Department of Agriculture, the City of Savannah, the Georgia Department of Human Services, the Department Of Housing And Urban Development (HUD), the Georgia Department Of Education, the Corporation for National and Community Services,  the Housing Authority of Savannah, International Paper, Gulf Stream Foundation, The Home Depot Foundation, private foundations, charitable organizations and individual donations.

EOA programs include: Head Start/Early Head Start, Foster Grandparent, Retired and Senior Volunteer Program, Low Income Heating and Cooling Energy Assistance, Permanent Housing and Support Services (Families with Children,  Men, and, Veterans), Housing Services (Home Buyer Education, Rental Counseling and Assistance, Budgeting and Money Management), Representative Payee Program (Money Management and Counseling for Social Security Recipient, Work Force Development (Job Training, Soft Skills Training, and Counseling) Training, Relatives As Parents Program.
